Even if you patch this behavior so that the magnitude matters, this effect should still end up being cheaper than chameleon. In the original game, 1 point of calm works against everything, except maybe Helseth, Gredna, Gaenor at times and 3rd Spriggan form (?). I think that critical strikes provided by Sneak and cheap calm on touch on strike could be considered as well.
Honorary mentions to Helseth's Royal Signet with its 100 mr, 100 resist paralysis, 100 reflect, constant restore health 10 and constant restore fatigue 10. Depending on your race and cuirass selected, you can fill Magicka resist gaps with Ring of Phynaster, Marara's Blouse, Wraithguard and/or self enchanted pieces. The latter makes the otherwise impressive Dragon Scale cuirass look bad in comparison. Savior Hide is the most practical one with 60 mr, but if you miss fire resist badly you can for Ebony Mail instead with its 20 mr and 75 fr. Furthermore, the two best cuirasses offer Magicka resistance and they weight little. Do not let the Greater Bonewalkers memes get you. I find it so useful that nearly all my characters go for it. Magicka immunity takes care of all possible reflect issues, for non elemental damage and few other effects. If i missed something, please comment and have a great day outlanders! On top of all this, the ebony staff has a reach of 1.8 which may allow for an extra hit from further range compared to other weapons besides staffs and spears which is really just chef’s kiss. Now we take another formula (damage + average enchantment damage) x speed = DPS. So the damage formula we have is (16 x 3.06) = 48.96. I’ll use my character’s strength as the example which is 256.
For sake of discussion let’s assume condition of the weapon is perfect, we don’t have any critical hit modifiers and their is no armor reduction. Next we look at the damage formula which is (weapon damage x strength modifier x condition x critical hit modifier) / armor reduction. It’s highest damage value is 16, has a speed of 1.75 and a range of 1.8. Now lets look at the stats of the ebony staff. The reason we don’t do a weakness to fire w/ fire damage enchantment is to avoid one shotting ourselves seeing as enemies have reflect and reflect doesn’t work on absorb health. So first we take the ebony staff and enchant it with a cast on strike absorb health 226 using all 90 points of enchantment value. With that said, here is the highest DPS enchanted weapon in the game: I’m also assuming the enemy has no armor or resistances.
